The council of the Order is to be conducted according to the laws of God.

Every member is to have an equal opportunity to give his opinion in the council.

No one, however, is to interrupt while his brother is speaking nor to speak until he is finished.

Everyone is to speak in turn, as he is called upon.

No one is to speak on any subject which is not the concern of that council.

Thus by reasoning together will the council determine the will of God that all things in the Order may be done to the glory of the God of Israel.
